How do you confirm you have bed bugs?
Look for the evidence, not the bug: dark spots of digested blood on mattress seams and slats, pale shed skins in the same places, tiny blood smears on the sheets, and bites in lines or clusters on skin exposed in bed. The insects are 5 mm, flat, rust-brown, and hide by day in the mattress seam and the frame joints.
Bites alone prove nothing, because fleas, bird mites and carpet beetle hairs leave similar marks. A torch along the mattress piping, the base and the headboard settles it in minutes, before any product is opened.
Where do they hide beyond the mattress?

What do you do with bedding and clothing?

Clean items stay bagged until the second visit is done. Luggage that came home with the bugs is heat-cleaned too, because it is the usual way they arrive.
What about accommodation and rental properties?

How do I know it is bed bugs and not fleas?
